I understand you might think I turned in my homework late but I turned it in on time.

I understand that you might be busy but it is very difficult for me to keep making plans with you when you just cancel every time. Every time we plan to hang out I put a lot of thought into things and then you just cancel last minute. I feel we just need to have a sit down conversation about this.

Even though when you try to communicate you might not always get what you want it is still important to express the way you feel about something even if it might cause a conflict. Especially if the things this person is doing can be harming you.
