I understand that you must have a busy schedule, since you keep canceling. I will no longer be making plans with you though, and once you get your schedule figured out then we can discuss making plans together again.

You should choose to be assertive, because even if you don't always get everything you want, it's better than having to keep quiet and get nothing, and to be hurt while you do it.
