I know life isn't able to be control, but I am annoyed by you making plans with me than cancelling on me at the last minute. Could you maybe plan other things around us hanging out or at least cancel on me a little sooner?

Being assertive instead of aggressive would help you build a relationship with someone, and you won't hurt their feelings. Being assertive instead of passive would make sure people don't see you as a pushover or someone to make do everything for them.
