I've really wanted to finally hang out, but the cancelling last minute is starting to get irritating. Could we please make a schedule for the days you're sure you have free, so neither of us have last minute ordeals that require us to bail out on the other suddenly?

You should choose to communicate assertively either way, so that the others are aware of your feelings and opinions on a situation (politely). And so hopefully you'll feel better about expressing how you feel rather than ignore the overall situation and let yourself get stepped on.
