Why do you keep cancelling plans? It's starting to get a bit annoying. If you aren't 100% sure that you can actually follow through with it, then please don't make it in the first place.

You should still choose to communicate assertively because it shows that you aren't afraid to say your opinion/what you think, and it may help with your confidence.
