I would say “I turn the homework in on time”

I would say “hey if you are gonna cancel all our plans when you are making them, the don’t make them if you don’t have time and let me know when you do have time then we can make plans.

So you can say what even you needed to say.
And you can communicate with people better since they know what you really wanted to say.
